Your operations manager in Tampines does not celebrate a 22% lift in engaged sessions. She cares whether the WhatsApp enquiry from a condo MCST, the aircon servicing form from an HDB block in Punggol, and the PayNow-intent quote request from a landed home in the East actually showed up as the same objects in Google Analytics 4 that Google Ads and Meta used to bid. That is the job. GA4 for lead generation websites in Singapore is not a dashboard hobby. It is the first-party record of who asked for work, on which device, after which click, and whether that click was worth SGD.
Most properties we inherit already have a tag. The container fires. Realtime blinks. Someone marked page_view as a key event in 2024 and never revisited it. Meanwhile Smart Bidding is chewing on a mix of scroll depth, thank-you pageviews, and duplicate generate_lead hits every time a visitor retries a form on 4G. You cannot fix CPL in SGD until the property describes enquiries the way sales actually talks about them: form, click-to-call, WhatsApp, and the rare calendar booking, not “conversions” as a blob.
This guide is the mechanism, a picture of a healthy Singapore lead-gen property, the reports you can stop opening, and a short check you can run on the live data. If the plumbing is the bottleneck, a dedicated GA4 configuration pass is usually cheaper than another month of bidding on the wrong event.
How a Singapore enquiry becomes an event Google can actually use
GA4 is an event stream. A session is just a bag of events with a shared session_id. Nothing is a “conversion” until you decide it is. That decision is the whole product. For a lead-gen site serving Central, East, West, North, and North-East traffic, the useful objects are few: generate_lead (or a named equivalent) when a form posts successfully, a click event when someone taps a tel: or wa.me link, and, if you use it, a booking_complete event when Calendly or a native scheduler confirms. Page_view, scroll, and click on the footer logo are telemetry. They explain behaviour. They should not train ads.
The path looks like this in operator language. A visitor lands from Google Ads on a dedicated servicing landing page, not the homepage. GTM sees the page_view. If they start the form, you can fire a generate_lead_start event if you want a funnel, but do not mark it as a key event. When the form actually submits, the data layer (or a native GTM form listener that you have proven against your theme) pushes generate_lead with parameters: lead_type (whatsapp, form, call), service (aircon servicing, renovation consult, whatever you sell), location if you collect it, and value only if you have a real SGD estimate. You mark generate_lead as a key event. You then import that key event into Google Ads as the primary conversion, with a sensible count (one per session or one per click, not “every ping”). Enhanced Conversions, when the form captures email or phone, stitches the hit back to the Google click even when Safari and ad blockers eat 20%+ of the pixel path.
WhatsApp is the Singapore-specific trap. A wa.me click is not a booked job. It is intent. Treat it as a key event only if sales actually works that queue, and name it clearly (whatsapp_enquiry) so you never mix it with form fills that already include a phone number. Call clicks from mobile need the same honesty. Most paid search clicks now come from mobile-Google’s own data puts mobile share above 60%-but form-submit conversion rates still trail desktop by a meaningful margin on most Singapore service sites we audit: click_to_call is a lead signal, not revenue. If your team answers in under a few minutes, it is a strong signal. If WhatsApp sits unread until Monday, do not let Performance Max treat it like cash.
Consent Mode v2 still matters on .sg sites that run ads into the EU or simply want Google’s modelled conversions when a visitor declines analytics storage. Modelled conversions are not a licence to ignore the raw event. You still need a clean generate_lead. You still need to compare GA4 key events against the CRM or the shared inbox, weekly, not quarterly. Last-click will double-count the same person who searched, clicked a remarketing ad, then submitted. That is why the property’s job is a trustworthy event, not a pretty multi-channel funnel that finance will never believe.
Post-click, GA4 will not tell you why the form died. Heatmaps and session recordings will. GA4 counts the miss. Behaviour data shows the reason. Use both, or you will “optimise” the event while the page still leaks intent.
When the property is useful, CPL in SGD finally has a denominator
A useful Singapore lead-gen property is boring on purpose. One GA4 property per brand, one web data stream, production GTM only in the live container. DebugView is a workshop, not a reporting surface. Traffic from staff, the agency office, and the warehouse in Woodlands is filtered or marked with a user-scoped internal traffic parameter so it never enters bidding. Cross-domain is set if the form lives on a booking subdomain. Currency is SGD. Time zone is Singapore, not Los Angeles leftover from a template.
Key events stay short. Three to five is plenty: generate_lead, whatsapp_enquiry, click_to_call, and maybe newsletter_signup if content is a real pipeline, not vanity. You do not need 14 custom events named after every CTA colour. Parameters do the distinguishing. Mark only the events that sales would recognise as “someone asked for work.” Import those into Google Ads. Align Meta’s equivalent (complete registration or lead) to the same definition, or you will spend the quarter arguing why Meta CPA and GA4 CPL disagree by 40%. They will always disagree a bit. They should not describe different human actions.
Attribution inside GA4 is a diagnostic, not the CFO answer. Use it to see whether organic, paid search, and paid social are assisting the same enquiry. Do not use it to “prove” a 4.2x Google ROAS or a 2.8x Meta ROAS. Those channel averages are industry wallpaper. Your number is cost per qualified enquiry in SGD after GST if you bill clients tax-inclusive, and the MQL-to-booked-job rate your ops team already knows. If paid search CPC is under pressure, Singapore home-services CPCs on branded terms have climbed materially since 2022 as more regional players enter Google Ads, and the property’s job is to stop Smart Bidding from chasing cheap form spam so you are not forced back to manual CPC on a brand-new account just to feel in control.
Landing pages are part of the measurement system. If ads still dump into the homepage, GA4 will show a messy path and a soggy conversion rate, and you will blame the tag. Dedicated pages with a matching H1, a single offer, and a form above the WhatsApp chip give generate_lead a clean URL dimension. Core Web Vitals still matter because a slow LCP on mobile kills the event before GTM ever fires a submit. As of Q1 2025 CrUX data, roughly 55-56% of origins pass all three Core Web Vitals (Google Search Console Insights). If your servicing page fails INP on a mid-range Android in the North-East, you are measuring a broken handoff and calling it a media problem.
Reporting cadence that works here is a short weekly read: key events, by source/medium and by landing page, with a count of sales-accepted leads from the same window. Monthly-only PDFs bury the duplicate event that started on a Tuesday. If Performance Max “drives the bulk now” in the Ads account, your GA4 property must still show which landing pages those conversions sat on. PMax will not narrate that for you.

What to ignore, then a tight read of the last 14 days
Ignore engaged sessions as a KPI. Ignore bounce rate nostalgia. Ignore a custom report that ranks pages by views when your money is in forms and chats. Ignore marking every outbound click as a key event. Ignore a second GA4 property “for staging” that the live site still points at. Ignore Admin theatre: 40 custom dimensions nobody queries, a recommendation to “enable advertising features” you already enabled, and a Goals leftover from Universal Analytics that someone mapped badly in 2023.
Ignore the idea that Consent Mode modelled conversions replace a working data layer. Ignore DebugView screenshots as proof the account is healthy. Ignore last-click channel scorekeeping as the story you take to the founder. Attribution still helps you decide whether to cut a zombie display campaign. It is not the business answer. Unified measurement and a simple CRM match rate will beat another exploration report.
Also ignore cargo-cult event names copied from SaaS templates (sign_up, subscribe, purchase) when you sell jobs, not seats. If sales says “enquiry,” the event should say enquiry or generate_lead with lead_type. Language mismatch is how bidding quietly optimises for the wrong people.
If the container and the Ads conversion actions still look like a junk drawer, you do not need a full rebuild before you learn anything. Read the live property first.

Open Reports > Engagement > Events for the last 14 days. List every event with more than a handful of counts. Circle the ones a salesperson would call an enquiry. Everything else is supporting telemetry.

In Admin, check which of those circled events are key events. If page_view, scroll, or click is marked, unmark it. If generate_lead is missing, that is the gap, not a “reporting issue.”

Compare key event count to the CRM, HubSpot, or the WhatsApp business inbox for the same dates. A 10-15% gap is noise and consent. A 2x gap is double-firing or thank-you pageviews counted as leads.

In Google Ads, list primary conversions. Each one should map to a GA4 key event you just trusted. If Ads is still using a UA goal or a flood of “page engagement” conversions, bidding is not learning what you think.

Spot-check three landing URLs that spent real SGD. Confirm they carry UTMs (campaign, source, medium, content). Broken UTMs make GA4 look like “direct” and you will cut the wrong campaign.

On mobile, submit a dummy form and tap WhatsApp once. Watch DebugView. One generate_lead or whatsapp_enquiry per action. If you see two, fix the trigger before you touch budgets.

Pull one session recording for a form that did not convert. If the event never fired because the button did nothing, that is a page bug, not a media problem.

Should WhatsApp taps be a primary conversion in Google Ads?
Only if your team treats the chat as a real queue and you can tell spam from a servicing request. Prefer generate_lead from a form as the primary if that is where qualified work comes from, and keep whatsapp_enquiry as a secondary signal. Two primaries that describe the same person will inflate Smart Bidding.
Why does Meta’s lead count disagree with GA4 on the same landing page?
Instant Forms never hit your site, so GA4 will undercount them unless you send those leads server-side. On-site forms can double-fire in GTM. Agree on one human action, then debug each platform against that action. Do not average the two numbers and call it truth.
Do we need Enhanced Conversions if most enquiries are WhatsApp?
Yes for form fills with email or phone. WhatsApp clicks will not hash a lead field unless you collect a number on-site first. Enhanced Conversions will not rescue a wa.me-only funnel. Pair the click event with a later CRM status if you can.
Is GA4 enough to prove ROI to a founder who hates attribution?
It is enough to prove that paid and organic produced enquiries sales accepted, at a known SGD cost. It is not a full Marketing Mix Model. Use GA4 for the operational loop. Use a simple closed-won match for the board slide. Do not promise last-click ROAS as the company number.
How often should we change key events?
When the sales definition of a lead changes, or when you find double-counting. Not because a Google recommendation card suggested more events. Changing the primary conversion resets bidding. Batch the change, annotate it, and give the account a few weeks.
